In the light of capacity constraints, Parties shall

encourage international organizations to grant preferential

treatment to, and consider the specific needs and special

requirements of developing States Parties, in particular the

least developed countries, landlocked developing countries and

small island developing States, and taking into account the

special circumstances of small island developing States and of

least developed countries, in the allocation of appropriate funds

and technical assistance and the utilization of their specialized

services for the purposes of the conservation and sustainable use

of marine biological diversity of areas beyond national

jurisdiction.
