Effective use

of resources

The main, and most expensive,

resource is personnel. Effective personnel management and

accountability will be introduced , to create a customs

service, which is efficient, effective, and able to fulfil

Government priorities. This involves directing resources to the

areas of greatest risk, and training and equipping staff to meet

those risks. Senior Managers of the SRS Regional Customs Units

must be aware of the strategic requirements and plan well ahead

to meet those requirements. Management information systems will

be required to provide the precise information in order to ensure

that the intentions of the National Customs Board are clearly

understood.

In order to establish the most

effective management structure, the National Customs Board will

review its current functions and assign part of its control and

preventive activities to regional customs. The competence of the

National Customs Board will continue to include strategic

development of activities, and control over its

implementation.

Issues concerning inadequate

remuneration and lack of motivation will be addressed. The

National Customs Board recognises that working conditions,

failure by officers to observe ethical norms, and inadequate

control promote corruption in the Latvian Customs Service. For

the Customs to conform to the growing requirements of the

national economy, rather than to adversely affect its growth the

system of remuneration, as well as work organisation must be

changed. If officers' pay will approximate to the level of their

responsibility, education and skills, the risk of corruption will

be reduced.
