Compliance

with Customs Regulations

The ultimate aim of any Customs

service must be to achieve a high rate of compliance with Customs

Laws and other customs regulations by trade and members of the

public. The National Customs Board will direct effort to achieve

the rate of compliance in two ways: -

• by providing information and

assistance to importers and exporters to enable those who wish to

be compliant to achieve a greater accuracy in making

declarations. The National Customs Board will examine ways in

which compliant traders can be facilitated by a reduction in

controls. Leaflets on all Customs procedures will be produced in

an easily understood form, and the newly formed Customs

Consultative Council will be used as a forum to discuss proposed

changes to procedures and policy.

• by improving detection and

anti-smuggling techniques and equipment, to identify and penalise

those traders who are intentionally non-compliant, or habitually

careless. The savings made by reviews detailed in earlier

paragraphs may be used to finance the required improvements.
