It is a clear objective to

ensure a hand over of responsibility to the Baltic States of all

aspects of the project before the end of 2002 when the

multinational part of the project ends. This includes complete

hand over of the responsibility for the management, organization,

training and support for the project. A phased and smooth

baltification will ensure that the Baltic States gain an optimal

starting point for implementation of the BATBAT Development

Plan.
