Latvijas Republika apņemas nodrošināt nepieciešamo nacionālo līdzfinansējumu, lai īstenotu Interreg VI-A Latvijas-Lietuvas pārrobežu sadarbības programmas 2021.—2027. gadam.

Projektu līdzfinansējums ir atbalsta saņēmēju atbildība. Atbilstoši valstu īpašajiem noteikumiem līdzfinansējums var tikt nodrošināts gan no valsts/federāliem resursiem, gan no reģionālajiem un vietējiem resursiem vai no atbalsta saņēmēju resursiem. Privāto partneru līdzfinansējums var tikt nodrošināts arī no privātajiem avotiem.

Attiecībā uz līdzfinansējuma nodrošinājumu budžeta virzienā "tehniskā palīdzība" (TP) dalībvalstij ir jānodrošina pieprasītais līdzfinansējums atbilstoši 2.pielikumam. Maksājuma pieprasījumu nosūta katrai dalībvalstij līdz 1.oktobrim. Samaksas termiņš ir 28. februāris. Pirmo ikgadējo maksājumu Vadošā iestāde pieprasīs pēc Interreg VI-A Latvijas-Lietuvas pārrobežu sadarbības programmas 2021.—2027. gadam apstiprināšanas Eiropas Komisijā. Samaksas termiņš ir 4 mēneši pēc pieprasījuma saņemšanas.

Latvijas Republikas Vides aizsardzības un reģionālās attīstības ministrija kā Interreg VI-A Latvijas-Lietuvas pārrobežu sadarbības programmas 2021.—2027. gadam Vadošā iestāde apņemas pārvaldīt TP budžetu, t.sk. nacionālo līdzfinansējumu, ievērojot pareizas finanšu pārvaldības principus un Latvijas Republikas tiesību aktus. TP budžeta līdzekļi tiks izmantoti atbilstoši Eiropas Parlamenta un Padomes Regulas (ES) 2021/1060 [KNR] 36. pantā noteiktajiem mērķiem un saskaņā ar ikgadējiem Uzraudzības komitejas pieņemtajiem lēmumiem. Vadošā iestāde katru gadu sniegs pārskatu par izdevumiem, kas apliecina precizitāti un izlietojumu atbilstoši minētajiem principiem.

Agreement to the content of Interreg VI-A Latvia — Lithuania Programme 2021- 2027 and confirmation of national co-financingHaving regard to the EU regulations laying down provisions on the Structural Funds, in particular Regulations (EU) No 2021/1060 [CPR], No 2021/1058 [ERDF] and No 2021/1059 [Interreg] of the European Parliament and of the Council, as well as Interreg VI-A Latvia — Lithuania Programme 2021- 2027with the CCI 2021TC16RFCB026, as validated by the Programming Committee on 2 February 2022 and with specific reference to article 16 (5) of the Regulation No 2021/1059 [Interreg], the Republic of Latvia agrees to the following:

Article 1

The Republic of Latvia confirms its agreement to the content of the cooperation programme of Interreg VI-A Latvia — Lithuania Programme 2021- 2027.

Article 2

The Republic of Latvia is committed to provide the co-financing necessary to implement Interreg VI-A Latvia — Lithuania Programme 2021- 2027.

The co-financing of projects is the responsibility of beneficiaries. Depending on country-specific provisions, the co-financing can be provided from the national level as well as from regional or local sources or from the own resources of the beneficiaries. The co-financing can also come from private sources (notably if private partners are involved).

Concerning the budget allocated to "technical assistance" (TA), the Member States shall provide the co-financing necessary defined in Annex 2. A request for payment is sent to each Member State by 1 October. The deadline for payment is 28 February. The first annual instalments will be requested by the Managing Authority after approval of Interreg VI-A Latvia — Lithuania Programme 2021- 2027 by the European Commission. The payment deadline is 4 months following the request.

The Ministry of Environmental Protection and Regional Development of Latvia as Managing Authority of Interreg VI-A Latvia — Lithuania Programme 2021- 2027 commits itself to manage the TA budget incl. national contributions in line with the principles of sound financial management and the Latvian law. The TA funds will be used for the purposes outlined in Article 36 of Regulation (EU) No 2021/1060 [CPR] and in line with the annual decisions taken by the Monitoring Committee. The Managing Authority will annually provide a statement of expenditure confirming its accuracy and the use in line with the aforementioned principles.
