Apņemas nodrošināt INTERREG EUROPE programmas īstenošanai

nepieciešamo līdzfinansējumu.

Projektu līdzfinansējums ir finansējuma saņēmēju atbildība.

Atbilstoši valstu īpašajiem noteikumiem, līdzfinansējums var

tikt nodrošināts gan no valsts, gan reģionālajiem vai vietējiem

avotiem, vai arī no finansējuma saņēmēju pašu līdzekļiem.

Līdzfinansējumu var saņemt arī no privātiem avotiem (gadījumā,

ja ir iesaistīti privātie partneri).

Attiecībā uz budžeta apmēru, kas piešķirts "tehniskajai

palīdzībai" (turpmāk - TP), partnervalsts Nacionālā

atbildīgā iestāde nodrošina nepieciešamo līdzfinansējumu.

Maksājums tiek veikts 7 ikgadējos maksājumos, sākot no 2021.

gada līdz 2027. gadam. Maksājuma pieprasījums par gadu

"n" tiek nosūtīts katrai partnervalstij līdz 1.

oktobrim "n-1". Samaksas termiņš ir 31. janvāris

"n". Pirmos divus maksājumus par 2021. un 2022. gadu

Vadošā iestāde/Kopīgais sekretariāts pieprasīs pēc programmas

apstiprināšanas Eiropas Komisijā. Samaksas termiņš ir 4 mēneši

pēc maksājuma pieprasījuma.

Ziemeļfrancija-Padekalē reģions (Hauts-de France Region) kā

INTERREG EUROPE programmas Vadošā iestāde apņemas pārvaldīt TP

budžetu, ievērojot pareizas finanšu pārvaldības principus un

Francijas tiesību aktus, kas piemērojami Kopīgā sekretariāta

uzņemošajai iestādei, kas pārvalda tehniskās palīdzības budžeta

līdzekļus. Tehniskās palīdzības budžeta līdzekļi tiks izmantoti

atbilstoši Kopīgo noteikumu regulas 36. pantā noteiktajiem

mērķiem un saskaņā ar ikgadējiem Uzraudzības komitejas

pieņemtajiem lēmumiem. Vadošā iestāde katru gadu sniegs

pārskatu par izdevumiem, kas apliecina precizitāti un

izlietojumu atbilstoši minētajiem principiem.

Agreement to the Contents of the

Interreg Europe Cooperation Programme and Confirmation of

National Co-financing

Having regard to the EU regulations laying down provisions

on the Structural Funds, in particular Regulation (EU)

2021/1060of the European Parliament and of the Council of 24

June 2021 laying down common provisions on the European

Regional Development Fund, the European Social Fund Plus, the

Cohesion Fund, the Just Transition Fund and the European

Maritime, Fisheries and aquaculture Fund and financial rules

for those and for the Asylum, Migration and Integration Fund,

the Internal Security Fund and the Instrument for Financial

Support for Border Management and Visa Policy [CPR], Regulation

(EU) 2021/1058 of the European Parliament and of the Council of

24 June 2021 on the European Regional Development Fund and on

the Cohesion Fund [ERDF] and Regulation 2021/1059 of the

European Parliament and of the Council of 24 June 2021 on

specific provisions for the European territorial cooperation

goal (Interreg) supported by the European Regional Development

Fund and external financing instruments [ETC], as well as the

Interreg Europe cooperation programme with the CCI 2021

TC 16 RFIR 001, as validated by the programming committee on 23

June 2021 and with specific reference to Article 16 (5) of

Regulation No 2021/1059 [ETC], the Partner State agrees to the

following:

Article 1

The Partner State confirms its agreement to the contents of

the cooperation programme of the Interreg Europe

programme for the 2021-2027 programming period.

Article 2

The Partner State is committed to provide the co-financing

necessary to implement the Interreg Europe

programme.

The co-financing of projects is the responsibility of

beneficiaries. Depending on country-specific provisions, the

co-financing can be provided from the national/federal level as

well as from regional or local sources or from the own

resources of the beneficiaries. The co-financing can also come

from private sources (notably if private partners are

involved).

Concerning the budget allocated to 'technical assistance'

(TA), national/regional authorities of the Partner State shall

provide the co-financing necessary. Payment shall be made in 7

annual instalments maximum between 2021 and 2027. A request for

payment for the year n is sent to each Partner State by 1

October n-1. The deadline for payment is 31 January n. The

first two annual instalments 2021 and 2022 will be requested by

the MA/JS after programme approval by the EC. The payment

deadline is 4 months following the request.

The Hauts-de France Region as managing authority of the

Interreg Europe programme commits itself to manage the TA

budget incl. national contributions in line with the principles

of sound financial management and the French law applicable to

the JS hosting institution managing the TA funds. The TA funds

will be used for the purposes outlined in Article 36 of

Regulation (EU) No 2021/1060 [CPR] and in line with the annual

decisions taken by the MC. The MA will annually provide a

statement of expenditure confirming its accuracy and the use in

line with the aforementioned principles.
