1Attiecībā uz izglītības dokumentu
2atzīšanu akadēmiskajiem mērķiem Puses ņem vērā 1997.gada
311.aprīlī Lisabonā pieņemtās Eiropas reģiona konvencijas
4noteikumus par to kvalifikāciju atzīšanu, kas saistītas ar
5augstāko izglītību. Profesionālo kvalifikāciju atzīšanu nosaka
6katras valsts normatīvie akti un Eiropas Savienības tiesību
7akti.
1Nolūkā attīstīt un saglabāt savas
2tautas nacionālo, etnisko, kultūras, lingvistisko un reliģisko
3identitāti, Puses apņemas nodrošināt Polijas Republikā
4dzīvojošajiem latviešiem un poļu mazākumtautības pārstāvjiem, kas
5dzīvo Latvijas Republikā, dzimtās valodas, vēstures un kultūras
6mācīšanu, kā arī izglītību dzimtajā valodā atbilstoši Polijas
7Republikas un Latvijas Republikas izglītības sistēmai

9Puses nodrošina atbilstošu
10atbalstu latviešiem Polijas Republikā un poļu mazākumtautības

10organizēšanu kā izstādes, mūzikas un teātra izrādes, semināri,
11simpoziji, festivāli, filmu skates un apskates;

1Kinematogrāfijas jomā Puses

5noteikumiem, kā arī piedalīšanos filmu skatēs un apskatos, kas
6tiek organizēti otras Puses teritorijā;
72) nacionālo sinematēku un ar to
8saistīto institūciju sadarbību, kā arī tiešu sadarbību starp
9latviešu un poļu kino un televīzijas mākslinieku apvienībām;
103) kopīgu filmu veidošanu un
11savstarpēju producēšanas pakalpojumu nodrošināšanu;
124) abu Pušu filmu arhīvu
13sadarbību.
1Puses sadarbojas jomā, kas
2saistīta ar kultūras vērtību nelikumīgas pārvietošanas otras
3Puses teritorijā novēršanu saskaņā ar abu Pušu nacionālajiem
4normatīvajiem aktiem. Puses veic pasākumus, lai novērstu
5nelikumīgu kultūras vērtību ievešanu un izvešanu. Puses apmainās
6ar informāciju par šiem jautājumiem un veicina nelikumīgi
7pārvietotu kultūras vērtību nodošanu otrai Pusei.
1Šī līguma īstenošanai Puses
2izveido jauktu kultūras un izglītības sadarbības komisiju,
3turpmāk tekstā - Komisija. Komisija tiekas pārmaiņus Rīgā un
4Varšavā ar mērķi koordinēt šī līguma nosacījumu izpildi,
5sagatavot periodiskas izpildprogrammas, kurās tiek izstrādāti
6sadarbības finansiālie un organizatoriskie noteikumi. Puses ar
7diplomātisko kanālu starpniecību vienojas par Komisijas tikšanās
8laikiem.
1Stājoties spēkā šim līgumam, spēku
2zaudē 1992.gada 1.jūlijā Rīgā parakstītais Latvijas Republikas
3valdības un Polijas Republikas valdības nolīgums par sadarbību
4kultūras, izglītības un zinātnes jomā.
5Parakstīts Rīgā 2006.gada 29.martā
6divos oriģināleksemplāros katrs latviešu, poļu un angļu valodā.
7Visi teksti ir autentiski.
8Līguma atšķirīgas interpretācijas
9gadījumā noteicošais teksts ir angļu valodā.

14AGREEMENT BETWEEN THE
15GOVERNMENT OF THE REPUBLIC OF LATVIA AND THE GOVERNMENT OF THE
16REPUBLIC OF POLAND ON CULTURAL AND EDUCATIONAL
17CO-OPERATION
18The Government of the Republic of
19Latvia and the Government of the Republic of Poland, hereinafter
20referred to as "the Parties",
21conscious of the historic ties
22between the Republic of Latvia and the Republic of Poland,
23seeking to implement the
24provisions of the Final Act of the Conference on Security and
25Co-operation in Europe, signed on 1st August 1975 in
26Helsinki and other documents of the Conference on Security and
27Co- operation in Europe, including the decisions reached during
28the Krakow Symposium of the Conference on Security and
29Co-operation in Europe on European cultural heritage, the Charter
30of Paris for a New Europe, and the Conventions of the United
31Nations Educational, Scientific and Cultural Organization
32ratified by both States,
33desiring to strengthen and develop
34friendly relations between the two Parties, based on mutual
35assistance, sovereign equality and non-interference in the
36internal affairs of the other Party,
37convinced, that co-operation in
38the field of culture and education and other related fields will
39enhance better mutual understanding between the societies of the
40two States,
41striving to build partner - like
42relations with a geographically close country within the European
43Union,
44in compliance with the national
45legislation of each Party,
46have agreed as follows:
47Article 1
48The Parties, guided by the
49principle of reciprocity, in compliance with their national
50legislation and interests, shall support co-operation and
51exchange of experience in the field of culture, art, education,
52sports, youth, the mass media and audiovisual sector.
53Article 2
54The Parties shall support
55co-operation in the field of education, and shall create
56favourable conditions for direct contacts between schools of all
57types and other educational establishments, seeking to
58encourage:
591) exchange of experience and
60information on the training of teachers;
612) exchange of pupils and
62implementation of co-operation programmes for children and
63youth;
643) exchange of information on
65their educational systems.
66Article 3
67The Parties shall support
68co-operation in the field of higher education, and shall create
69favourable conditions for direct co-operation between
70institutions of higher education, as well as academic teachers
71and students, seeking to facilitate in particular:
721) exchange of experience;
732) exchange of students and
74academic teachers;
753) organisation of joint seminars,
76conferences and symposia.
77Article 4
78With regard to the recognition for
79academic purposes of documents concerning education, the Parties
80shall take into consideration the provisions of the Convention
81on the Recognition of Qualifications concerning Higher Education
82in the European Region, done at Lisbon on 11th
83April 1997. The recognition of professional qualifications shall
84be regulated by national legislation of the two States and the
85legal acts of the European Union.
86Article 5
87In order to develop and maintain
88their national, ethnic, cultural, linguistic and religious
89identities, the Parties shall ensure that individuals of Latvian
90origin living in the Republic of Poland and interested members of
91the Polish minority in the Republic of Latvia have access to the
92study of their native language, history and culture and education
93in the native language within the framework of the educational
94systems (pre-schools and schools) in the Republic of Poland and
95the Republic of Latvia.
96The Parties shall provide the
97appropriate assistance to Latvians living in the Republic of
98Poland and to the Polish national minority in the Republic of
99Latvia respectively.
100Article 6
101The Parties shall support the
102teaching of the Latvian language as a foreign language in the
103Republic of Poland and of the Polish language in the Republic of
104Latvia in educational institutions of all levels.
105Article 7
106The Parties shall support
107co-operation between youth organisations of the two States, and
108shall encourage exchange of information on youth - related
109issues.
110Article 8
111The Parties shall encourage
112exchange of experience on the development, planning and
113management of education and sports.
114Article 9
115The Parties shall support
116co-operation in the field of sports and physical culture between
117the competent sports institutions and organisations of the two
118States.
119Article 10
120The Parties shall support
121comprehensive, direct co-operation in the field of culture and
122art. The Parties shall encourage interest in the cultural
123heritage and contemporary cultural achievements of the other
124Party.
125For that purpose the Parties shall
126support, in accordance with the principle of mutual interest and
127benefits, exchanges and co-operation in all fields of culture and
128art, and shall create favourable conditions for co-operation
129between organisations, institutions and individuals active in
130those fields.
131Article 11
132In order to promote knowledge of
133the culture of the other country, the Parties shall support:
1341) establishment of contacts
135between the competent institutions and experts in the field of
136culture, art, the mass media and the audiovisual sector;
1372) exchange of visits by artists,
138artistic ensembles and delegations of artistic associations, and
139exchange of information and materials concerning culture;
1403) mutual organisation of cultural
141events, such as art exhibitions, musical and theatre
142performances, workshops, symposia, festivals, film shows and
143reviews;
1444) co-operation between museums
145and libraries governed by the state or local authorities;
1465) co-operation in order to
147preserve the tangible and intangible cultural heritage, including
148collaboration of the institutions involved in the protection and
149preservation of monuments;
1506) translation, publication and
151exchange of works of literature;
1527) particular initiatives and
153undertakings by individuals creating new cultural values;
1548) exchange of traditional folk
155art groups and their participation in festivals and events
156organised by the other Party.
157Article 12
158The Parties shall support
159establishment of contacts and co-operation between
160representatives of artistic institutions and organisations,
161unions and associations, in particular - through direct cultural
162exchanges at the local-government and regional level, as well as
163conclusion of direct agreements between cities and regions.
164Article 13
165The Parties shall support the
166activity of cultural institutes and centres, Latvian - in the
167Republic of Poland, and Polish - in the Republic of Latvia.
168Article 14
169The Parties shall support direct
170co-operation in the field of radio and television
171broadcasting.
172Article 15
173The Parties express their will to
174co-operate in the realm of copyright law and related law.
175Article 16
176In the field of cinematography the
177Parties shall support:
1781) mutual participation in
179international film festivals, in accordance with the rules of
180such festivals, and in film reviews and shows organised on the
181territory of the other Party;
1822) co-operation of the national
183film institutions and related bodies, as well as direct
184collaboration between Latvian and Polish associations affiliating
185film and television artists;
1863) joint production of films and
187mutual provision of production services;
1884) co-operation of the film
189archives of the Parties.
190Article 17
191The Parties shall support
192development of co-operation and exchange between journalistic
193organisations, editorial offices and press agencies of the
194Republic of Latvia and the Republic of Poland.
195Article 18
196The Parties shall ensure the
197protection of the national cultural heritage of the other Party
198on their territories, and shall undertake joint efforts for the
199preservation and conservation of movable and immovable valuable
200objects as well as, archaeological monuments of the other Party
201on their territories.
202Article 19
203The Parties shall collaborate in
204the sphere of regulating the issue of illicit transfer of
205cultural goods onto the territory of the other Party. The Parties
206shall take measures to prevent illicit import and export of
207cultural goods. The Parties shall exchange information on those
208issues and shall facilitate the return of illicitly transferred
209cultural goods.
210Article 20
211The Parties shall support joint
212participation in multilateral projects, particularly those
213implemented under the auspices of the United Nations, the Council
214of Europe and the European Union.
215Article 21
216The Parties shall support direct
217co-operation between their National Commissions for the United
218Nations Educational, Scientific and Cultural Organization
219(UNESCO).
220Article 22
221The Parties shall support
222co-operation in the field of archive management, with particular
223reference to the access to archives for scientific, social and
224legal purposes, exchange of experience, publications and
225microfilms - on the basis of direct agreements between state
226authorities competent in matters of state archives.
227Article 23
228For the purpose of implementation
229of this Agreement, the Parties shall establish a Mixed Commission
230for cultural and educational co-operation, hereinafter referred
231to as "the Commission", which shall meet alternatively in Riga
232and Warsaw, for the purpose of co-ordinating the implementation
233of the provisions of this Agreement, as well as elaborating and
234adopting periodic programmes of exchange defining the financial
235and organisational terms of co- operation. The dates of the
236Commission meetings shall be determined through diplomatic
237channels.
238Article 24
239The Parties have agreed that the
240competent institutions involved in the implementation of various
241parts of this Agreement may conclude periodic programs,
242elaborating the particulars of their co-operation.
243Article 25
244This Agreement shall be subject to
245adoption in accordance with the law of each Party, which fact
246shall be communicated through an exchange of notes. The Agreement
247shall enter into force thirty (30) days after the receipt of the
248latter note.
249Article 26
2501. This Agreement shall remain in
251force for indefinite period, and each Party shall have the right
252to denounce it through notification - with six (6) months'
253notice.
2542. The programmes of exchange,
255projects and undertakings initiated under this Agreement shall
256remain in force until their completion - regardless of the period
257of validity of this Agreement.
258Article 27
259Upon the entry into force of this
260Agreement, the Agreement between the Government of the Republic
261of Latvia and the Government of the Republic of Poland on
262cultural, scientific and educational co-operation, done at Riga
263on 1st July 1992, shall cease to have effect.
264Done at Riga, this 29 day of March
2652006, in duplicate, each copy in the Latvian, Polish and English
266language, all texts being equally authentic.
267In case of divergence in the
268interpretation of this Agreement, the English text shall
269prevail.
